1696—While in counsel with the Boyar Duma Russian Tsar Peter I proposed the creation and perpetual maintenance of a Russian fleet.
The Boyars agreed, declaring “The seagoing ships shall be!”, whereupon the Azov Naval Base was founded. Its creation marks the birth of the regular Russian navy and naval fleet.
