The Minister added that the payments to cards will be made monthly. In late May, the Ministry of Agriculture reported that 19 million Russians will receive food cards. In April, Deputy Minister of Industry and Trade, Viktor Yevtukhov, noted that the project would cost 300 billion rubles for the state.

He also said that it will not be possible to launch it before 2018 due to the shortage of budget funds. First time the Ministry of Industry and Trade announced about issue of food cards in 2015. The launch of the program has since been repeatedly postponed due to a lack of money. The initial cost of the program was estimated at 240 billion rubles.
