EU will not Open Borders with Russia

Russia, the United States and Brazil are not included in the list of countries for which the EU can open borders in July. These three countries do not meet the criteria set by Brussels: from 16 to 20 new cases of coronavirus for every 100,000 people in the last two weeks.

Russia, the United States and Brazil were not included in the list of countries for which the EU will open its borders on July 1, The New York Times reported citing preliminary lists of countries and four  sources. Later, this information was confirmed by sources of Euronews and Reuters, that got acquainted with a draft of recommendations on this subject.

The recommendations prepared by the EU Presidency of Croatia determine that borders will be open to countries where the incidence of the disease has stabilized or is improving, as well as to countries with a “comparable or better epidemiological situation” compared to Europe.

The threshold level is set - 16-20 new cases of infection per 100,000 population, recorded over the past 14 days. In addition, the number of tests performed, the effectiveness of infection tracking and the reliability of official data will be taken into account.

According to The New York Times, the EU has prepared two versions of a list of countries for which borders will be opened. One includes 47 countries where the incidence rate of COVID-19 is lower than the EU average (16 new cases per 100,000 in the last two weeks). The second, where the incidence rate is slightly higher than the EU average (up to 20 new cases per 100,000 people), included 54 countries.

None of them included Russia, the USA and Brazil, which do not fall under these criteria. In Russia, according to The New York Times, over the past two weeks the number of new cases of coronavirus has been 80 for every 100,000 of the population, in the United States - 107, in Brazil - 190.

A list of countries for which EU borders will open on July 1 will be published early next week. The draft recommendations suggest that the European authorities will analyze the situation with coronavirus in individual countries every two weeks and change this list in accordance with new realities.

At the same time, the European Center for Disease Prevention and Control warned Brussels that in some countries the reliability of the data is difficult to verify, therefore, embassies of EU Member States can be involved in the verification of numbers.

In principle, a number of European states may ignore Brussels’s decision, a senior diplomat told Reuters. “In these recommendations, to a large extent, the wish is presented as valid. They also cause a lot of controversy. In any case, many countries can go their own way,” he explained.
