Russian-American Board on High Technologies set to work.

First session of Russian-American Board on High Technologies took place in Russian Ministry of Science and Education June 22, 2005. Ten Russian and ten American representatives are on the Board. The Russian Head of the Beard is Sergei Mazurenko, Head of Federal Agency of Science and Innovations, and American Head is John Atkinson, US Secretary of State Counsellor on Science and Technology.
      In the beginning of the session Sergei Mazurenko, Head of Federal Agency of Science and Innovation, mentioned the necessity of formulating basic goals of joint scientific and engineering projects within this joint session. It is necessary to exchange opinions on key issues, which are of mutual interest, he said.
      Mr. Mazurenko stressed that Russian party is interested in studying American experience in innovation technologies development. Today in Russia 12% of the population are employed in small business, whether in developed countries small and medium business develops innovation technologies, he said, We have plenty to work on to solve this problem successfully we should unite state and private business efforts. Mr. Mazurenko also says, that the solution should be system based new law amendments and law initiatives introduction, to technology transfer act, in particular. Laws of business and economics are as straight as physics laws, he emphasized.
      The Head of Federal Agency of Science and Innovation said that the Government has already made some steps towards attracting science and business to innovation development. The Government invests $10-$20 mln to major innovation projects. By showing its interest in innovation development, the State sets business a good example of profitable investments to innovation.
      According to his estimates, innovation project development brings 5 rubles of profit on 1 ruble of investments. Sergei Mazurenko also thinks that Russian science has a new task to fulfill the whole chain of research till obtaining final result creating commercially attractive and claimed output.
      Russian Minister of Science and Education Andrei Fursenko, who was also present at the meeting, took the liberty to make several short remarks. He said that he was one of the founders of the Russian-American Board. The Minister pointed out that he cares about this Board activities and is sure it will succeed. The Board started nice relationships both on academic and business levels, and now we need a platform to prioritize and to create information fields for concerned scientists and businessmen from both countries.
      Mr. Fursenko said that the Board should define and then eliminate those difficulties existing in issues of innovation development. The Minister paid attention of the audience to some general issues: projects efficiency criteria development problem, partnership quality estimation problem and search for most complex interactions and possibility of their solution.
      The Minister said that hes optimistic, but expecting fivefold profit is too much.
      We have some difficulties, but together weve started the right thing. I think that with the help of American colleagues we will succeed, and moreover, Russian participation will be useful for developing innovations in the US, the Minister concluded.
      Sergei Mazurenko continued that innovation development is important not only for economics, but also for solving social problems. He pointed out that Russia has strong academic and sectoral research, but university science should also be developed to attract talented youngsters to innovation business. Small innovation business is not enough developed, but young people should understand that they can make money not only with trading, he said, pointing out the necessity of science and education reform and modernization, I have nothing against trading but is not the only possibility to start your our business.
      Mr. Mazurenko partly showed the present situation in the sphere of innovations. 44 industrial parks already exist, 60 projects use technology transfer. This system should be working effectively. We need to design an information environment because Russian scientists are often well informed about research abroad, and know nothing about what is going on in Russia.
      Then the Board Co-Chairman, Head of Federal Agency of Science and Innovation, Sergei Mazurenko listed six main directions of innovation development with high priority in international cooperation. They are: nanostructures and promising materials, living systems, IT-technologies, energy-efficient technologies, environmental management and ecology. He also noted antiterrorism, an issue not directly connected with science.
