Campaigners for the Russian-speaking community of Latvia are pressing for constitutional changes to allow non-nationals to vote in local elections, hold posts in local governments, and use Russian, as well Latvian, in the line of official duty.
Although 30 per cent of the Baltic nation's population speak Russian, some politicians are trying to curb the language’s use. In a recent development Sunday Latvian President Valdis Zatlers refused to use Russian when speaking to Russian journalists.
One third of Latvia’s 2.3 million people are native speakers of Russian. Almost 400 hundred thousand of them are still without citizenship rights.
