Russia has abolished entrance visas for the former USSR citizens living in Latvia and Estonia without having the citizenship of these states. People of this category can enter Russia with the documents they have – non-Latvian citizen passport or Estonian passport of a foreigner.
Underage children of the Baltic non-citizens must have one of the documents mentioned above or to be entered into the document of the accompanying person and have a birth certificate with them.
In December 2006 Latvian and Estonian non-citizens were granted visa-free travel on the EU territory.
