At the UN summit in 2005 France initiated to collect freewill fees got from air tickets` sales. The collected fees were aimed at financing and purchasing medicaments and vaccines to fight AIDS, tuberculosis, and malaria in poor countries. The initiative was given political backing by 79 countries, including Germany, Britain, Spain, Austria, Brazil, India, and 28 African states.
The Minister of finance of Russia clarified: “Russia admits political importance of the initiative, however, our current taxation policy, targeted at reducing taxes and charges, doesn’t let us introduce a new tax at the moment”.
