Roskomnadzor, in agreement with the Prosecutor General, removes the requirement to block the Telegram messenger in the Russian Federation.
“We positively assess the readiness expressed by the founder of Telegram to counter terrorism and extremism. By agreement with the Prosecutor General’s Office of the Russian Federation, Roskomnadzor removes requirements to limit access to the Telegram messenger,” the ministry said.
Earlier, Telegram founder Pavel Durov announced that he supported the initiative of the deputies to unblock the messenger in the Russian Federation, in his opinion, this would contribute to the development of innovative and national security of Russia, as the company is actively fighting against manifestations of extremism and terrorism.
Durov claims that “while secrecy was completely kept within the Telegram’s privacy policy, mechanisms were developed to prevent terrorist attacks around the world.”
According to him, the experience of Telegram in dozens of countries over the past 6 years shows that "the fight against terrorism and the right to privacy of personal correspondence do not exclude each other."
The Telegram messenger is blocked by the decision of the Tagansky court of Moscow on April 13, 2018 due to non-compliance with Russian legislation on the provision of the FSB keys for decrypting user messages.
