Taxi services will check if a passenger has a digital pass to travel around Moscow when ordering a trip, Eduard Lysenko, head of the Moscow government’s information technology department said.

      There will be a check when ordering,  not when getting into the car.  Several taxi services in Moscow  will have their own private access to the system to check the passes.
