The founder of the Telegram Messenger Pavel Durov commented on the statement of Head of Federal Supervision Agency for Information Technologies and Communications Aleksandr Zharov on his profile “Vkontakte” on the Monday, June 26; Zharov had accused him of “showing legal nihilism” and unwillingness to provide “the keys to the information” to security services.

      “This requirement does not only contradict to the Article 23 of the Constitution on the right to privacy of correspondence, but also demonstrates ignorance of how communication is encrypted in the year 2017” - Durov stated. He explained that the exchange of classified information nowadays is based on end-to-end encryption, which means that the owners of the messengers may not have “keys for decoding”.
