Russia is not ready to implement the new salary system that liberal democrats believe is a solution to the country's embarrassingly low wages.
The opposition to the new bill that would see Russians earning their pay by the hour has been voiced by Maksim Topilin, Minister for Labour and Social Protection.
He cited unemployment concerns pointing to the European crisis but assured that the government would continue to gradually increase salaries.
