The subscriber will pay no more than 100 rubles for keeping the mobile number. State Duma deputies intend to set the maximum fee of 100 rubles in their bill on keeping the mobile number with the change of the operator, this fee will count as the commission for such an operation, according to the words of the Vice-Speaker of the State Duma, one of the authors of the bill, Sergei Zheleznyak. He stressed that, in his opinion, in a competitive environment mobile operators will reduce the size of the fee, and probably, in the end, this service will soon be totally free.

Zheleznyak said that this law will come into effect on the 1st of December next year. According to the Vice-Speaker`s words, during the following year the mobile operators will prepare for this innovation. There will also be created special databases of portable numbers. The costs of maintaining these databases will be paid from the single service fund which is already included into the budget, as Zheleznyak has said.
