According to the Moscow Cultural Heritage Department, about one third of Moscow buildings and constructions recognized as cultural heritage sites, are in an emergency and unsatisfactory condition.
In total Moscow counts 3.251 thousand buildings and the constructions, which are considered cultural heritage sites. Upon estimation of their technical condition 836 of them have been recognized as being in an unsatisfactory condition, and 239 — in an emergency condition.
Presently the State Duma of the Russian Federation considers amendments to Law 73 On Cultural Heritage Sites, which, among others, will permit builders introducing changes into monuments in the course of their reconstruction, including the change of their dimensions. Meanwhile, as observers point out, the very word "reconstruction" is inapplicable to a monument, which, according to civilized standards, needs restoration only (or restoration “with adaptation”).
