Moscow airports and noise pollution

One third of Moscow districts suffer from noise pollution caused by air liners, getting off and coming in to land. How come that so many residential quarters are situated in the zone of flights?
      It is well-known, that the noise pollution caused by aircrafts influences upon the human health negatively. And nevertheless the aircrafts keep flying in the area over the residential quarters so low, that it looks like you can touch them. And they do not break laws because the flights are prohibited above the area limited the Moscow Ring Road.
      All these problems are tied with that Moscow grows too fast. For example, when the airport of Sheremeyevo was built, Zelenograd which is now a part of Moscow was a small settlement. Later it began growing, but the airport remained stay where it was! And all the area around Moscow is close built-up. It is built up so densely that changing flight line in useless.
      According to the Air Code, everything built closer than 50 km to the airfield, should be cleared with the Chief airport manager, but in mist cases nothing is coordinated and cleared.
