2003—National Philharmonic Orchestra Founded on President's Decree

1953—Yury Bashmet, viola-player, is born.
Bashmet is a National Artist of the USSR and leader of a chamber ensemble Soloists of Moscow.

1931—Romain, the Russian Gypsy Theatre, Founded in Moscow

1918—Council of People's Commissars ratifies a decree about implementing Gregorian calendar throughout Russian Republic.
People go to sleep on January 31, and then wake up on February 14.

1901—Mikhail Romm, the Soviet film director, is born

1848—Vasily Surikov, painter, is born.
One of the most famous Russian XIX century painters. His most known paintings include Morning of the Strelets execution, The Boyarynia Morozova, Suvorov`s crossing through the Alpes in 1799, and others.

1722—Peter the Great issues a Table of ranks.
The Table of ranks defines officials service order. It fixes 14 ranks (classes, the 1st is the highest) in three categories: military (army and navy), civil, and courtiers. The Table of ranks is modified several times during its existence, and is cancelled after the Revolution of 1917.
