Russia is conducting a consistent policy of integration of national universities in the global education system.

The new law "On Education in the Russian Federation" replaces the two basic laws - "On Education" (1992) and "On Higher and Postgraduate Professional Education" (1996). The new law extends the state guarantees for free education, strengthens the link between educational programs and the modern labor market, and also opens the regular schools for children with disabilities.

More than 5 thousand inclusive schools providing conditions for the education of children with disabilities will operate in Russia by the end of the year. The elements of a barrier-free school environment include ramps, tactile signs, anti-slip coatings, special rehabilitation and computer equipment, as well as the adaptation of the educational process to the needs of children with disabilities.

"National Projects of High Priority" programme plans to perform competitive selection of high educational institutions according to criteria established by Russian Ministry of Science and Education.

Russian professional education has three stages according to qualification progress - primary, secondary and higher education. The main goal of all stages is to provide a profession for an individual.

Russian higher educational institutions are verging towards significant changes. Russian Government considers the situation when all school graduates are admitted to higher educational institutions (HEI) to be abnormal. Labour market annually demands 500-600 thousand of professionals, while HEI train twice as much.
