"Cultural Mosaic", the contest of projects for small towns and villages was launched on February 13 in All-Russian Museum of Decorative, Applied and Folk Art. Charitable Foundation of Helena and Gennady Timchenko has allocated 50 million rubles to support the cultural initiatives of Russian backwoods.
Any cultural institution or non-profit organization that implements its project in cities with a population of less than 50 thousand people, or in the countryside, can apply in the period from February 15 to April 16, 2014 for a grant of 150 to 700 thousand rubles. In the electronic application form it is required to describe the project for which the financing is requested: to specify what goals and objectives it pursues; to describe the problems to be solved in the case of implementation; to identify the target audience, the mechanism of implementation, the work plan and expected results.
The Regional Coordinator will collect applications and will organize the advisory council in each federal okrug. From 16 to 24 April 2014 at the first stage of the competition, the expert council on the specific federal okrug of the Russian Federation will review each application.
The list of semifinalists will be announced on April 30.
At second stage, from 3 to 16 May 2014, the jury members, considering the experts' recommendations will determine the winning projects and will decide on the financing volume for each of them.
The winners to be announced on May 19. Signing the agreements on target financing and transferring the money to the winning projects will be accomplished from 1 to 15 June, 2014.
According to the contest terms, the funds may not be used for commercial projects and winner's debts coverage, for trips outside the Russian Federation, for purchasing alcohol, mobile phones and making payments for mobile communications services. Grants will be distributed in three categories: "Life Space" (changing the landscape and design), "Traditions and development" (folk art and crafts), "Cultural Outing" (information technologies and new forms of leisure).
