How to open IE (individual entrepreneur) in Russia?
The Constitution of our country, to be precise, paragraph 3 of Art. 62 states that rights and obligations of citizens of another state do not differ from the rights and obligations of residents of the Russian Federation. And according to the Civil Code (part 1, Article 23), every citizen of another country, who reached the age of majority, can open IE. But he/she does not have the right to establish a legal entity.
If by law a foreigner is not banned from any commercial activity in our country (which is allowed to ordinary citizens), then the procedure for registration of entrepreneurial law will already take place with certain nuances.
What do you need to open IE in Russia
The first thing you need during the registration process is to get a work permit. There are two options: either, if a person is a citizen of a country that has visa-free relations with Russia, then he/she can officially obtain a patent permit. If there is no visa-free regime, the foreigner will need to formalize the right to work.

Secondly, a foreigner can register an entrepreneurial law if he or she has a temporary or permanent residence permit on the territory of the Russian Federation, and specifically in the region where he/she plans to carry out commercial activities. That is, the list of documents should contain a temporary residential registration, or a residence permit.
The registration of IE should be carried out according to 129-FZ in that department of the Federal Tax Service of the place of residence.
